An intro to the Regional Cultural Plan:

The Regional Cultural Plan was created by 51 citizens from across the West of England through a Citizens’ Assembly. Over 8 sessions, people from different ages, backgrounds, and experiences came together to explore one question:

What would culture and creativity look like in the West of England if they were for everyone?

They listened to evidence, shared lived experiences, deliberated priorities, and worked together to create a plan for a fairer, more creative region.

This is their shared vision and their practical roadmap for change.

Why This Plan Matters

Local people want a real say in decisions

Culture changes how we feel about where we live

Funding should be fair and transparent

CREATED BY CITIZENS

The Plan was developed using a civic lottery process, ensuring the Assembly reflected the diversity of the West of England.

Participants heard from academics, artists, local authorities, funders, community organisers and cultural workers. They questioned evidence, challenged assumptions and shaped priorities in their own words.

It demonstrates a new way of making decisions about culture with communities, not just for them.
